In view of the fact that Expo.02 took place in four different cantons, governed by four different legislatures, police forces, public services and political authorities, all the details of the security concept had to be carefully planned. The security mandate was not limited to a presence during Expo.02 operations, but also involved enforcing standards during construction work and the rules of access before, during and after the operational phase.
However, a discreet, courteous, hospitable and effective security concept was required to ensure that Expo.02 was a people-orientated and family-friendly event.
The main risk factors identified were road safety and petty crime. A distinction was made between three levels of security at Expo 02: The Arteplages were under private responsibility, while the public area was under the control of the police forces. In addition, there was an operations and coordination centre with a traffic control centre in Colombier. This division of responsibilities necessitated the signing of several agreements between Expo 02 on the one hand and the partner cantons, the Swiss Confederation and the participating cities on the other.
In addition to Expo.02's private security service providers, the police corps of the participating cantons and cities provided security for the national exhibition with a further 1'100 police officers, 3'000 military personnel and 2'300 members of the civil defence.
